New quality productivity, driven by technological innovation, plays a crucial role in fostering economic growth. This study examines how government procurement can enhance the high-quality development of new productivity by optimizing policies and practices. It also explores resolving the tension between market mechanisms and government intervention through procurement activities, thereby facilitating economic restructuring and industrial upgrading. The objective is to analyze the theoretical significance of government procurement in advancing new quality productivity and to propose policy recommendations, offering a theoretical foundation and practical guidance for formulating and implementing effective procurement strategies.[Methods]Grounded in the Marxist theory of productive forces, this study explores the theoretical foundation and practical pathways through which government procurement promotes the development of new quality productive forces. It examines government procurement’s role as a market demand indicator, a catalyst for technological innovation, a promoter of fair competition, and a facilitator of international cooperation. By uncovering the interaction mechanisms between government procurement and new quality productivity, the study offers targeted policy recommendations. The research employs a combination of methods, including literature review, theoretical framework construction, and policy analysis, to ensure the scientific rigor and practical relevance of its findings.[Results]The research reveals a dialectical relationship between government procurement and new quality productivity, wherein both mutually promote and support one another. Government procurement directly fosters technological innovation in enterprises through policy guidance and demand-side management. It also indirectly drives the growth of new quality productivity by optimizing the market environment and enhancing industrial chain synergies. In addition, the study identifies practical constraints in government procurement at the institutional, policy, and management levels. To address these challenges, the research proposes systematic optimization strategies, including institutional innovation, policy adjustments, and improvements in governance efficiency, aimed at advancing the high-quality development of new productivity. These strategies include developing long-term procurement plans, clearly defining the demand for new technologies and products, promoting the application of advanced technologies, fostering a robust digital economy ecosystem, improving market transaction efficiency through enhanced information sharing, prioritizing the cultivation of long-term cooperative relationships, creating a government procurement support catalog to encourage technological innovation, and strengthening management across the entire procurement process.[Conclusions]In the era of globalization and rapid technological advancement, the high-quality development of new productive forces has emerged as a critical driver of economic growth. Government procurement, as a vital instrument of national macroeconomic regulation, plays a pivotal role in fostering the development of new quality productive forces. This study highlights the interactive relationship between government procurement and new quality productivity, underscoring its significance in promoting technological innovation, invigorating market dynamics, and steering industrial upgrading.     abstract = {The Key Cities for Air Pollution Control (KCAPC) program is one of China’s earliest and most important target-based environmental policies, launched in 2002 to address the country’s severe air pollution issue. However, the effectiveness of the program is still largely unknown. This paper examines the impact of the KCAPC program on sulfur dioxide (SO2) emissions, with an emphasis on the role of bureaucratic incentives. We find that the program reduced SO2 emissions by 12.19\%–13.84\% at the city level and by 11.22\%–13.50\% at the firm level. We also find that local governments shut down highly polluting firms, promoted greener production and enhanced environmental regulation in order to meet environmental targets set by the program. However, we find that the KCAPC program was only effective in cities where the mayor has a promotion incentive and is not incentivized to collude with polluting firms. Our findings point to the importance of bureaucratic incentives in governing the effectiveness of environmental regulations in localities.}

abstract = {Current research tends to concentrate on total financial expenditure, rather than analyzing specific expenditures such as financial expenditure on science and technology (FEST). FEST become an important component of financial expenditure and is still under researched, which little is known about the key factors that have shaped the geographies of FEST at the city level. In this paper, we portray the spatial dynamics of FEST in Chinese cities, and examine the ways in which it is intertwined with institutional, political and economic factors. Our analysis shows that the national FEST scale has experienced a substantial rise in light of the Chinese government's emphasis on science and technology. Local governments spend more FEST scale than central government, but the spatial dynamic of local FEST are geographically uneven. Cities in underdeveloped and developed areas are also continuously increasing the FEST scale. Compared with prefecture-level cities, higher administrative cities spent more financial funds on science and technology. The spatial variation of FEST could be partly explained by two institutional factors: Financial capacity and government competition. Financial capacity is a key factor explaining the uneven spatial dynamics of FEST. Local governments with sufficient financial funds are more inclined to increase the FEST. Government competition will further inspire local governments to increase more FEST scale. Regression results confirm that financial capacity and government competition are both important to explain the geographies of FEST, and the effects of financial capacity and government competition on FEST exhibits time heterogeneity. We argue that ruinous government competition bids fair to become a quagmire of excessive FEST, which may run counter to the goal of demanding strictly controlling excessive financial investment in competitive fields proposed by the State Council.}

abstract = {For decades, scholars in multiple disciplines have examined spatial diffusion, or the spatiotemporal properties associated with the diffusion of innovations. These properties include contagious, hierarchical, and relocation diffusion. Each of these refers to a spatial model that epitomizes how innovations spread among geographic locations. Policy diffusion, a separate but homologous research tradition, had its theoretical underpinnings in spatial diffusion. However, contemporary policy diffusion has focused largely on mechanism-based diffusion. This article demonstrates how exploratory spatial data analysis can be used to uncover spatial policy diffusion properties. In this study, municipal smoking regulation adoptions, religious-based initiatives, and bag ban and bag fees are examined. This study finds evidence that for each policy more than one property is occurring; therefore, this study proposes that a hybrid model best explains diffusion. This article demonstrates how examining spatial diffusion properties, in addition to diffusion mechanisms, can improve the conceptualization of diffusion theories, enhance mechanism or theory-based specification of diffusion models, and unravel the specific regional or neighboring causal pathways linking policies between adopting jurisdictions.},

abstract = {Given the important economic role played by local governments in the development of industries in China, this paper incorporates the competition behaviors of local governments into the analytical framework of environmental externalities of industrial agglomeration; accordingly, it theoretically explores the environmental externalities that may arise from industrial agglomeration induced by local governments' competition. On the basis of panel data covering 282 Chinese prefecture-level cities from 2007 to 2016, this paper uses spatial econometric methods to test the impact of the interaction between industrial agglomeration and local governments' competition on environmental pollution and spatial spillover effects. The empirical test results show that, compared with simple industrial agglomeration, the combination of industrial agglomeration and local governments' competition is the key factor explaining the current changes in the environmental pollution level and that the interaction between industrial agglomeration mode and local government competitive behaviors aggravates environmental pollution. Among them, the interaction between specialized agglomeration and local governments' tax competition exerts negative externalities on the environment through the overcrowding effect, while the interaction between diversified agglomeration and local governments' investment competition has negative externalities on the environment through the centralized emission effect. Both have significant spatial spillover effects. Adjacent regions will form a larger-scale overcrowding effect and concentrated emission effect under the joint influence of the “race to the bottom” competitive strategy interaction and related industries. Lastly, based on our research conclusion, this paper proposes some policy suggestions to optimize local governments’ competitive behaviors and industrial agglomeration and other market forces to jointly control environmental pollution.}

abstract = {This study delves into the influence of environmental regulations on worker earnings, employing China's City Air Pollution Prevention and Control Program (CAPPCP) as a quasi-experimental framework. We employ a difference-in-differences (DD) approach and match two unique firm-level data sets that include information on firm's economic indicators, and various emissions and abatement equipment. The results show that CAPPCP causes an average of 3.2% reduction in worker earnings, which amounts to CNY 6.1 billion (USD 803.4 million) in forgone earnings. The estimated result is less than that of comparable US studies. In addition, the reduction in earning tends to be attributed at bonuses rather than regular wages, and firms pay more unemployment insurance for employees. In the channel test, CAPPCP leads to an increase of 4.7% in firm's pollution abatement equipment and 6.4% in pollution treatment capacity, which significantly increase firm's production costs. We also find different types of firm responses to the regulations, where high-polluting, smaller, labor-intensive and non-SOE firms show a higher reduction in worker earnings than their counterparts. A cost-benefit analysis suggests that the health benefits gained through CAPPCP significantly outweigh that of earning losses.}

To further extend current inquiry, this study takes a configurational approach and examines which configurations of organizational attributes—and environmental characteristics—lead to emergency preparedness coordination. A configurational model for emergency preparedness coordination is proposed along with three propositions. We conducted a large-N fuzzy-set QCA to examine U.S. public transit agencies' interorganizational coordination in preparation for the extreme weather events. Findings demonstrate that it is the configurations rather than individual attributes that are essential for active preparedness coordination. Both top-down and bottom-up mechanisms can achieve active coordination and managerial commitment is a critical contingency factor.},
