COUNT_POLICY

Return exactly REQUIRED_HYPOTHESES distinct hypotheses. Multiple hypotheses may use the same evidence neighborhood when they have distinct candidates, mechanistic bridges, dry-lab nomination plans, and wet-lab endpoints.

PERTURBATION_PRECEDENT_POLICY

Do not repackage a supplied perturbation_precedent with the same named target, intervention direction, mechanism or state transition, and primary phenotype as a discovery hypothesis. Use it as a positive control, comparator, boundary, or anchor for a distinct analysis-derived candidate or genuinely new mechanistic bridge. A different dataset or more detailed validation plan alone is not scientific novelty.

DATASET_RECOMMENDATION_POLICY

For each hypothesis, return 1-15 ordered, deduplicated recommended_discovery_dataset_ids selected only from DATASETS_JSON. There is no primary/supporting distinction. Include all and only datasets with a concrete card-supported role for that hypothesis.
